Abstract:Copenhagen climate conference began with full hope but concluded an accord with disputes. The Copenhagen Accord explicitly upheld the long term emission reduction target that the atmospheric concentrations of greenhouse gases should not be increased by more than two degrees Celsius. Copenhagen also saw some progress on providing finance to developing nations. “New and additional, predictable and adequate funding” will be provided to developing nations and the application for the fund will be improved. Besides, the Copenhagen Green Climate Fund will be established to support related plan, subject, .politics, etc. in developing nations. Due to different expectations and perspectives, the comments on Copenhagen Accord contrast to each other. Some nations affirm the accord while the other nations deny it. The former hold that this accord urged America and some developing countries with huge greenhouse gases emission to reduce the emission, which was quite significant to step forward. However, the latter argued that the accord without clear mandatory reduction objects is not legally binding. So, it is next to failure. In Copenhagen, EU’s role is subtle while America and China had played a pivotal role and will be crucial in future.
