政首长在环境保护方面的应有的职责,并确保其违法行为受到法律的制裁。最终通过立法明确跨区域环境污染纠纷的具体管辖,以保障相关诉讼能得以顺利进行。②当然,由于区域间的生态补偿(特别是省际间的生态损害赔偿或补偿)涉及的范围广,利益群体多,利益关系界定也较复杂,上级政府或主管部门在此必须履行应有的协调与沟通职能。2012年1月,陕西省环保厅及财政厅向甘肃省天水市政府、定西市政府送去了600万元渭河上游水质保护生态补偿资金,标志着省际之间生态补偿机制在陕甘两省率先实施。③这表明,环境补偿机制在不同行政区域政府间是具有可行性的。 Abstract: In recent years, we have been facing a problem how to deal with the environmental pollution and ecological destruction between districts in China. If we fail to handle it appropriately, we not only will suffer the ecological damage or environmental pollution, but also will bear the ineffective system. On cross-regional environmental management, there are still many problems to be resolved included in the imperfect system, weakening enforcement etc. Nowadays, coordination mechanism is the option of the local government to resolve them. To a certain extent, it is effective and flexible, and played an important role in cross-regional environmental regulatory. But there are some deficiencies of the coordination mechanism, which restrict the further implementation of the environmental protection system in China.
